(Summary of Major Recall Features)
Vehicles Affected:
Certain 1983 through 1987-model Econoline E250/E350 vehicles equipped with 7.5 Liter engines as well as 1985 through 1987-model Econoline E250/E350 vehicles equipped with 5.8 Liter 4V H.D. Engines. All affected vehicles are rated over 8,500 lbs. GVW.
Special Handling For Certain Pre- 1983 7.5L Vehicles:
Certain 1979 through 1982-model Econoline E250/E350 vehicles equipped with 7.5 Liter engines, rated over 8,500 lbs. GW may have been previously modified to 1983-model configuration by TSB #82-14-21, subsequently amended by TSB #83-11-12-S. This modification added electric fuel pumps to some 1979-1982-model Econolines equipped with 7.5 Liter engines. Handle these unique vehicles as if they were actually 1983-model vehicles covered by this program. (The claim form must show the notation that "this vehicle was previously modified to 1983-model configuration per TSB #82-14-21 or #83-11-12-S.")
Reasons for this Recall:
The affected vehicles may contain leaks in the fuel system or experience excessive fuel system pressure as a result of a variety of conditions, including the use of high-volatility fuel in hot weather. This pressure may create the potential for expulsion of liquid fuel from the fuel filler pipe when the fuel filler cap is removed. In the presence of an ignition source, fuel leakage or expulsion can cause a fire.
Service Action Required:
Ford is recalling the involved vehicles to correct this condition at no cost to the owners. The correction involves an inspection procedure to identify conditions that can cause or contribute to fuel system over-pressurization and/or excessive underbody temperatures. Additionally, Ford will provide for installation of certain components to make these vehicles more tolerant of excessive underbody heat.
Involved vehicles with dual thermactor air systems will also have certain modifications to the fuel venting and emission control systems to make these vehicles more tolerant of fuel system over-pressurization.
Inspection Procedure:
The particular type of involved vehicle will determine which specific component areas of the vehicle are inspected:
Additionally, all 1985 through 1987 Econoline E250/E350 vehicles equipped with 7.5 Liter engines, which have dual thermactor air systems, also receive a preand post-modification test drive.
A special three part inspection form and the required inspection procedure instructions (copies enclosed) are packaged with the various modification kits.
It is essential that all discrepancies found during the inspection procedure be recorded (legibly) on the three part form, and that the required information at the top of the form be completely filled in.
After the inspection procedure and dealership sign-off is completed, copies of the inspection sheet form must be distributed as follows:

Vehicle Modifications:
All involved vehicles will receive additional underbody heat protection using specified modification kits. In addition, all 1985 through 1987-model Econoline E250/E350 vehicles equipped with 7.5 Liter engines which have dual thermactor air systems will receive modifications to the fuel venting and emissions control systems.
Additional modifications are also provided for vehicles that may be operated at altitudes over 4,000 feet above sea level. You should ask the owner if the vehicle will be operated above this altitude.
The various required modification kits are described, in the accompanying technical and administrative instructions (Attachment II).
Modification DecalFor Vehicles Not Receiving the Altitude Compensation Modification:
Prepare an "Authorized Modifications" decal (Form FPS-8262) as shown below. Affix the decal to a flat clean surface on the radiator support. (Order the "Authorized Modifications" decal as needed, from Service Recalls, Ford International Export Sales

Modification Decal - For Vehicles Receiving the Altitude Compensation Modification:
If the involved vehicle requires installation of the special altitude compensation modification for operation at altitudes above 4,000 feet, the "Authorized Modifications" decal should be prepared as shown below:
Correction of the Unacceptable Conditions:
If any of the specific unacceptable conditions are found during inspection, they must be noted on the form and the owner advised both in writing on the form and orally that the vehicle should not be operated until these specific unacceptable conditions are repaired. ALL SUCH REPAIRS ARE THE OWNER'S RESPONSIBILTTY. DO NOT CHARGE CORRECTION OF THESE CONDITIONS TO FORD MOTOR COMPANY UNLESS THEY ARE COVERED BY THE VEHICLE WARRANTY, IF APPLICABLE.
Post Manufacture Modifications:
Correction of any other conditions resulting from post manufacture work (whether by a body-builder or by the owner) are not covered by Ford Motor Company. Owners should be advised to contact the body-builder or the vehicle distributor for correction of these conditions. DO NOT CHARGE CORRECTION OF THESE CONDITIONS TO FORD MOTOR COMPANY.
Overdue Maintenance, Unrepaired Damage, etc.:
Dealers should repair damage, perform required vehicle maintenance, or correct other discrepancies for the vehicle's owner only if authorized to do so by the owner. The owners are responsible for these conditions. Correction is not covered by Ford Motor Company. DO NOT CHARGE THIS WORK TO FORD MOTOR COMPANY.
Use of Claim Form 1864:
For this recall, only dealer generated claim Forms 1864 will be accepted. Preprinted Forms 1864 will not be mailed to the owners of involved vehicles. See Attachment II for more detailed instructions.
