REDUCTION IN POWER AT WIDE OPEN THROTTLE

FORD:
2003-2007 Crown Victoria, Crown Victoria

ISSUE
Some 2003-2007 Crown Victoria Police Interceptors and Taxi Vehicles may exhibit a reduction in power at wide open throttle (WOT) when accelerating from a stop, particularly after extended idle.

ACTION
If the customers concern is a lack of power at WOT especially after prolonged idle and possible accompanied with a malfunction indicator light (MIL) on with diagnostic trouble code (DTC) P0191, remove and clean the fuel tank and replace the fuel pump.

NOTE
VEHICLE MAINTENANCE ITEMS SUCH AS RESTRICTED IN-LINE FUEL FILTERS CAN CAUSE SIMILAR CUSTOMER COMPLAINTS AND SHOULD BE ELIMINATED AS POTENTIAL CAUSES BEFORE PROCEEDING WITH THIS TSB.

NOTE
THIS TSB SHOULD ONLY BE PERFORMED ONE TIME, ONCE THE TANK IS PROPERLY CLEANED AND A NEW FUEL PUMP INSTALLED, ADDITIONAL TANK CLEANING WILL NOT BE REQUIRED. PLEASE REVIEW VEHICLE HISTORY OR LOOK FOR A DATE (month/day/year) INDICATOR THAT WILL BE WRITTEN ON THE FUEL TANK AS PART OF THE SERVICE PROCEDURE BELOW. VEHICLES SERVICED UNDER THIS TSB MUST ONLY USE THE FUEL PUMP SPECIFIED IN THE TSB IF FUTURE 9H307 SERVICE IS REQUIRED.

SERVICE PROCEDURE

WARNING
IF EQUIPPED WITH A FIRE SUPPRESSION SYSTEM, THE BACKUP POWER SUPPLY MUST BE DEPLETED BEFORE LIFTING THE VEHICLE. SEE WORKSHOP MANUAL SECTION 419-03 FOR DETAILS.

1. Remove the fuel tank, refer to the Workshop Manual (WSM), Section 310-00.

NOTE
USE A FILTERED FUEL STORAGE TANKER TO REMOVE AND STORE THE VEHICLES FUEL.

2. Remove evaporative hoses, electrical components, grommets and existing fuel pump from the fuel tank in preparation of fuel tank cleaning. (It is recommended that the bare tank be sent to a local facility such as a radiator shop that is equipped to flush out deposits in the tank)

3. After the fuel tank is cleaned and all contaminates removed, reinstall the evaporative hoses, electrical components, grommets and install a new fuel pump.

4. Using a permanent marker, in 2" characters mark the repair date (month/day/year) and "Tank Cleaned" on the FUEL TANK near the fuel pump mounting flange indicating that the tank has been cleaned.

NOTE
BE SURE TO REINSTALL FUEL TANK STRAP SHIELDS ON POLICE VEHICLES.

5. Reinstall the fuel tank as per the WSM, Section 310-00.
