Safety Recall: Seat Belt May Not Be Completely Stitched

REVISION SUMMARY
*^ Under REPAIR PROCEDURE, steps were added about how to return the seat belt to the Warranty Parts Inspection group.

BACKGROUND
A small number of front seat belts may not be completely stitched near the seat belt anchor. If a vehicle with an incompletely stitched seat belt is involved in a crash, the seat belt may fail to restrain the occupant, leading to increased potential for injury or death.
CUSTOMER NOTIFICATION
All owners of affected vehicles will be sent a notification of this safety recall. An example of the customer notification is included at the end of this service bulletin.
Do an iN VIN status inquiry to make sure the vehicle is shown as eligible.
In addition, check for a punch mark above the fifth character of the engine compartment VIN. A punch mark in that location means this safety recall has already been completed.
Some vehicles affected by this recall may be in your new or used vehicle inventory. As a matter of federal law, these vehicles must be repaired before they are sold.
Should a dealership sell an unrepaired vehicle that subsequently causes injury or damage because of the recalled item, the dealership will be solely responsible to the damaged party, and will be required to defend and indemnify American Honda for any resulting claims. To see if a vehicle in inventory is affected by this recall, do a VIN status inquiry before selling it.
CORRECTIVE ACTION
Inspect the seat belt near the anchor area to make sure it's completely stitched. If the stitching is incomplete, replace the seat belt.
PARTS INFORMATION
There are very few seat belts that are not completely stitched. AHM estimates that there are less than 20 seat belts that require replacement. Order the seat belt only after confirming that replacement is needed.

INSPECTION PROCEDURE
1. Move both of the front seats all the way forward. Lower the driver's seat to its lowest position.
2. Remove the anchor cover by carefully prying up on the bottom of the cover to release the tab.
3. Remove the lower seat belt anchor bolt.
4. Using a flashlight, inspect the stitching on the seat belt webbing on the side that faces the seat:
^ Gently squeeze the sides of the cover so you can see the stitching, about 1.5 to 2 inches inside the cover.
^ Make sure there are five complete rows of stitching. The row that is closest to the anchor is the last row sewn. The W' stitch is done at the very beginning of the stitching procedure, and you may not be able to see these stitches.
- If there are five complete rows, the seat belt is OK. Go to step 5 to reinstall the seat belt.
- If there aren't five complete rows, replace the seat belt. Go to REPAIR PROCEDURE.
5. Apply medium strength thread lock to the threads of the anchor bolt.
6. Make sure there are no twists or kinks in the seat belt, then reinstall the anchor bolt, and torque it to 47 N~m (35 lb4t).
7. Reinstall the anchor cover.
8. Repeat steps 2 thru 7 for the other front seat.
9. Center-punch a completion mark above the fifth character of the engine compartment VIN:
REPAIR PROCEDURE
1. Replace the driver's and/or front passenger's front seat belt based on the result of your inspection. Refer to the applicable service manual procedure, or, online, use keywords SEAT BELT and select Front Seat Belt Replacement from the list.
*2. Cut the faulty seat belt about 12 inches above the plastic cover as shown.
3. Carefully remove the sticker with both the barcode and serial number from the retractor, and attach it to the plastic cover. If you're not able to remove the sticker, write the serial number on the plastic cover with a marker.
4. Print a copy of the Special Return Document For Seat Belt Webbing and Anchor at the end of this bulletin, and complete the Technician portion. Give the completed form and the seat belt (both parts) to the parts department.
NOTE:
If you replaced both front seat belts, submit one form for both. Make sure you indicate which was the driver's and the passenger's belt on the form.*
5. Center-punch a completion mark above the fifth character of the engine compartment VIN:
*Parts Manager:
All webbing and anchors replaced under this recall must be returned to the Warranty Parts Inspection group. No Parts Return Requests are being sent; send in the portion of the seat belt with the anchor. Make sure the label is attached and the Special Return Document For Seat Belt Webbing and Anchor form is completed.
Your warranty claim may be debited if the seat belt, label, or form is missing or incomplete.
Follow the Parts Manager instructions on the Special Return Document For Seat Belt Webbing and Anchor Don't return the retractor. Dispose of it in accordance with federal, state, and local regulations for hazardous materials.*
