Safety Recall: Civic Si Seat Belt Lower Anchors
(Supersedes preliminary service bulletin 04-071, dated November 19, 2004)

BACKGROUND

Some front seat belt anchors may have been installed with an incorrect washer, which could restrict anchor movement. As a result, the seat belt may be improperly positioned on certain occupants. An improperly positioned belt could increase the risk of injury in a crash.

CUSTOMER NOTIFICATION

*All owners of affected vehicles will be sent a notification of this campaign. An example of the customer notification is at the end of this service bulletin.*

Not all vehicles within the VIN range are affected by this recall. Before beginning work on a vehicle, verify its eligibility by checking at least one of these items:

*^ The customer has a notification letter.*

^ The vehicle is shown on your campaign responsibility report.

^ The vehicle is shown as eligible on an iN VIN status inquiry.

In addition to the bulleted verification items, check for a punch mark above the first character of the engine compartment VIN. A punch mark in that location means this safety recall campaign has already been completed.

Some vehicles affected by this recall may be in your new car inventory. According to federal law, these vehicles cannot be sold or leased until they are repaired. To see if a vehicle is affected by this recall, do a VIN status inquiry before selling it.

CORRECTIVE ACTION

Check the movement of both front seat belt lower anchors. If the anchors move smoothly, center-punch the engine compartment VIN, and return the vehicle to the customer. If the anchors bind or stick, replace the wave washer and toothed lock washer inside the anchor.

REPAIR PROCEDURE

NOTE:
SRS components are located near the seat belt anchors. Before doing any work, review the SRS component locations, precautions, and procedures in the 2002-05 Civic Hatchback Service Manual.

1. Check the movement of the driver's and the front passenger's lower seat belt anchors. The anchors should move smoothly back and forth without binding or sticking.

^ If both lower seat belt anchors move smoothly, go to step 9.

^ If either seat belt anchor binds or sticks, go to step 2.

2. Remove the lower anchor cap and the lower anchor bolt. Keep the anchor bolt washers and collars in their exact order.





NOTE:
The seat belt anchor bolts are installed with several washers and collars that must be kept in exact order for the anchor to work. Before you remove an anchor bolt, study the anchor bolt diagram carefully.

3. Disassemble the anchor bolt, then discard the wave washer and the toothed lock washer.

4. Reassemble the anchor bolt in the correct order with a new wave washer and a new toothed lock washer.

5. Make sure there are no twists or kinks in the seat belt.

6. Apply Hondalock 2 Threadlock to the anchor bolt threads. Reinstall the bolt by hand, and then torque it to 32 N.m (24 lb-ft).

7. Reinstall the lower anchor cap.

8. If needed, repeat steps 2 thru 7 on the other lower seat belt anchor.





9. Center-punch a completion mark above the first character of the engine compartment VIN.
