With EM019 disconnected measure the resistance between & EM019/002 & relay socket pin 3

Is the resistance < 0.5 ohms?

Yes
Go to R11

No
Inspect connectors EM018, EM019 for bent/pushed back pins or locate & repair the harness & test the system for normal operation
