Subject: Emissions Recall #408 -- Engine Timing

Models: 1982 Model Year Late Built Passenger Cars with 2.2L Federal Engine (CCR2.2V2HNLX on VECI Label)--California Engines are not affected:

- Plymouth Horizon, TC3 and Reliant
- Dodge Omni, 024, Aries and 400
- Chrysler LeBaron and Town & Country

The subject vehicles may emit hydrocarbons and oxides of nitrogen in excess of the Federal Emissions Standards. To ensure compliance to the Standards, the basic engine timing must be retarded.

Details of this service action are explained in the following sections.

Vehicle List

Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive a listing of them with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.

Each dealer without a Vehicle List will receive an information copy of this letter for use in performing the service on other involved vehicles upon request.

Parts

Owners are being mailed a Vehicle Emission Control Information (VECI) update label to be delivered to dealers for installation at the time of service.

Each dealer will also receive labels enclosed with this letter for use as spares. Additional labels may be obtained from Zone Offices if needed. Please order only as necessary.

Since several different labels are involved, use the following chart to order and install the proper part:

Owner Notification and Service Scheduling

All involved vehicle owners known to Chrysler are being notified of the service requirement by first class mail. The owners are requested to contact their dealers to schedule appointments for the service. A copy of the notification letter is attached.

Enclosed with each letter is a Claim Form, #83-295-0018, (11/84). The owner is instructed to give the form to the dealer when delivering the car for service. Copy 1 contains owner and dealer procedures and a Parts Return Tag. Copy 2 is for the dealer claim and Copy 3 for dealer records.

Please give your full support to this important program by serving all involved owners promptly and courteously.

Service Procedure


1. Locate the original Vehicle Emission Control Information (VECI) label.

^ radiator support -- Horizon, TC3, Omni, and O24.

^ hood -- Reliant, Aries, 400, LeBaron, and Town & Country.

2. Inspect the label and verify that the engine family is CCR2.2V2HNLX (Figure 1). Only cars with this engine family are involved in the recall.
3. After warming the engine to the normal operating temperature, adjust the basic timing from 12~ BTDC to 8~ BTDC using the applicable 1982 Service Manual procedure.

4. Wipe existing VECI label clean. Affix the appropriate owner supplied new label to cover the right portion of the original label as shown in figure 2.

Completion Reporting and Reimbursement

When a vehicle has been serviced, submit the claim using the DIAL System (Function 54) or Copy 2 of the Claim Form for our record of completion and for your payment. If neither of these methods is available, the claim may be submitted on a WRO. (See Chapter 6, Warranty Policy and Procedure Manual, for complete claim processing instructions.)

If using a WRO, enter only one VIN per claim. Fill in the labor operation number and time allowance and write on the WRO "Recall #408 -- Engine Timing." Do not enter other service claims on the same WRO.

Vehicle Not Available

If a vehicle is not available for this service for a known reason, let us know by filling out and mailing the pre-addressed Vehicle Disposition Form attached to Copy 1 of the Claim Form. No postage is needed.

Following the above procedures will expedite the processing of your claim.

EMISSIONS RECALL --
1982 CHRYSLER MOTORS PASSENGER CARS WITH 2.2 LITER ENGINES


Dear Chrysler Motors Car Owner:

It has been determined that your 1982 Chrysler Motors car, with a 2.2 liter engine, may be in violation of Federal Emissions Standards. Hydrocarbon and oxides of nitrogen levels could be above the allowable limits, which were established to protect the public health and welfare from the dangers of air pollution. For this reason, we are asking you to return your car -- identified by the Vehicle Identification Number on the enclosed form -- to your dealer for a special service repair. This service will be provided free of charge regardless of the car's age or mileage.

The needed instructions have been sent to all Chrysler-Plymouth and Dodge dealers. The service will not hurt your engine performance or fuel economy. Your dealer is ready to serve you now. To obtain this service:

^ Contact your dealer as soon as possible to make an appointment for the free service. We request that you contact the dealer who sold the car. However, if necessary, the service can be arranged for through any Chrysler-Plymouth or Dodge dealer.

^ Take the enclosed claim form and label with you at the time of your appointment and give them to your dealer. The form is for use by the dealer and by Chrysler to record completion of the service.

^ The dealer will readjust the ignition timing and install the new label. The service will take about one-half hour, but additional time may be required depending on how service work is scheduled and processed.

If you have any problem obtaining the service, please contact the Chrysler Zone Office in your area. (It is listed under "Service Assistance" in your Operator's Manual.) The Zone Office will arrange for prompt servicing of your vehicle. If you are still unable to obtain the repair as described in this letter within a reasonable time, you may also contact the Manufacturers Operations Division of the Environmental Protection Agency (EN-340F), 401 M Street, S.W., Washington, D.C. 20460.
