Subject: RECALL COMPLETION REQUIREMENTS
IMPORTANT DEALER PRINCIPAL INFORMATION
Results of recent U.S. Government audits indicate that some dealers have reported recall completions by filing claims for payment, but have failed to complete all of the recall procedure steps.
Failure to perform all recalls completely and accurately may lead to emissions non compliance, safety concerns and obvious customer dissatisfaction. Further, the Government (EPA specifically) considers failure to properly perform emissions recall procedures as tampering, which may subject the servicing dealer to a fine of up to $10,000 per vehicle. Moreover, you are required by your Direct Dealer Agreement or your Sales and Service Agreement to properly and completely perform all recall procedures for all owners who request it.
It is imperative that you immediately review your dealership practices and take any steps necessary to insure total compliance to each step of all recall procedures as specified in the Recall Notification Letters and associated MTSC or Video Tec video tapes. This may require establishment of a verification process for recall service, consisting of inspection by specified dealership personnel to assure that all procedural steps have been performed properly.
The EPA is currently auditing Recalls # 419 and # 427 -- 1984-85 Colt Emissions. Chrysler-Plymouth and Dodge dealers please review the recall service procedure descriptions for these two recalls, which are printed on the reverse side of this letter, to assure proper completion of any vehicles serviced by your dealership in the future. Additional correspondence will be forthcoming to those dealers involved in the above listed recalls who have recorded completions.

Emissions Recall # 419 -- 1984 Model Year Plymouth & Dodge Colt Equipped With 1.4L Federal Engine
^ Install carburetor choke adjustment shim.
^ Clean sub-EGR valve plunger.
^ Adjust sub-EGR valve.
^ Replace primary air bleed jet.
^ Modify vacuum harness.
^ Modify Carburetor Control Unit harness.
^ Install new hose routing label.
