90chrysler18
No. 478
November, 1990
To: All Dodge and Chrysler-Plymouth Dealers
Subject: Emissions Recall # 478 -- HC, CO and NOx Emissions
Models: 1986 and 1987 Model Year Plymouth and Dodge Colt Vista 2WD Vehicles Equipped With a 2.0L Carbureted Engine and Federal Emission Control System
The listed model vehicles may emit hydrocarbons (HC), carbon monoxide (CO) and oxides of nitrogen (NOx) in excess of Federal emission standards. To correct these conditions, the following steps are required:
^ Clean the primary air bleed jet, secondary air bleed jet and choke shaft and linkage.
^ Inspect the jet mixture solenoid valve and oxygen sensor and replace as required.
^ Install a shim in the carburetor choke system to provide leaner choke operation.
^ Replace the enrichment solenoid jet.
^ Clean the EGR and sub-EGR valves and passages.
^ Install a vacuum control valve and vacuum hose harness to:
- prevent opening of the carburetor secondary throttle valve during cold engine operation and
- reconfigure the secondary air supply management system to provide air during low speed engine operation.
^ Install a new hose routing label.
Caution: The Environmental Protection Agency (EPA) will be performing an audit of vehicles serviced for this recall. It is imperative to ensure that each step is performed as instructed. Failure to do so will be considered by the EPA to be a violation, subjecting affected dealers to significant fines.
Details of this service action are explained in the following sections. As an additional service aid, a videotape demonstrating the service procedure is included in the September, 1990 Master Tech program.
