California Emissions Recall # 324T -- HC, CO and NOx Emissions: Vehicles Previously Serviced for Recall # 285T
Models:
1986 and 1987 Model Year Plymouth and Dodge Colt Vista 4WD and 1986 Model Year Dodge Ram 50 Vehicles Equipped With a 2.0L Carbureted Engine and California Emission Control System and Previously Serviced for California Emissions Recall # 285T
The listed vehicles previously serviced for California Emissions Recall # 285T may not comply with California Emissions Standards for hydrocarbon (HC), carbon monoxide (CO) and oxides of nitrogen (NOx) exhaust emissions. To correct the condition the manifold mounted catalytic converter and let mixture solenoid must be replaced. The vehicles must also be inspected for full completion of the prior recall (# 285T) and corrected as necessary.
Note:
The same model vehicles which did not previously receive service for Recall # 285T will be subject to a separate recall (# 340T).
Recalls # 324T and # 340T cancel and supersede Recall # 285T effective immediately.
Important:
This recall is subject to the State of California Registration Renewal/Emissions Recall Enforcement Program implemented in 1992. Involved vehicles must have the recall service completed before registration renewal.
The servicing dealer must provide a Vehicle Emission Recall Proof of Correction Form (Form No. 81-016-1053) to each owner upon completion of the recall service, for use as proof in renewal of the vehicle registration.
Important:
The California Air Resources Board (CARB) will be performing an audit of vehicles serviced for this recall. CARB will monitor service technician repair performance and review repair orders in numerous dealerships throughout the state. It is imperative for dealers to insure that each step is performed as instructed.
Details of this service action are explained in the following sections.
Service Procedure Videotape
New service requirements for this recall are included in a separate videotape being distributed with the required tool kit for this recall to California dealers only.
Dealer Notification & Vehicle List
Involved dealers:
Each dealer to whom involved vehicles were invoiced (or the current dealer at the same street address) will receive a copy of this dealer recall notification letter and a list of the involved vehicles by first class mail.
The Vehicle List is arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles as necessary.
All other California dealers: Each California Dodge and Chrysler-Plymouth dealer who does not receive a Vehicle List will receive a copy of this dealer recall notification letter by first class mail.
DIAL System Function 70
All involved vehicles will be entered to DIAL System Function 70 at the time of recall implementation for dealer inquiry by VIN as needed.
Recall Completion Label Requirement
There is a California Air Resources Board requirement to affix a label to the vehicle to certify that the emissions recall was completed. A label is included in each emissions service parts package. Refer to the Service Procedure of this letter for application instructions.
Parts
A. Dealer Tool Package
A Dealer Tool Package Recall PN C3945546 was distributed to each California Dodge and Chrysler-Plymouth dealer. The tool package must be used for this recall (# 324T). Each tool package contains the items as shown.
Additional brass wire brushes, Recall PN C3946546 may be ordered as needed.
B. Emissions Service Parts Package
Important:
A quantity of these parts will be distributed initially and billed to all involved dealers. This quantity will cover a portion of the total vehicles involved. Additional parts may be ordered as needed to support customer demand.
Each involved dealer, to whom vehicles in the recall were invoiced (or the current dealer at the same street address), will receive enough Emissions Service Parts Packages, Recall PN C3903241 (Colt Vista 4WD) and Recall PN C3903242 (Ram 50), to service 25% of those vehicles.
Each package contains the following components:
C. Exhaust Manifold Parts Package
If the exhaust manifold requires replacement as determined in Service Procedure Section E, order Exhaust Manifold Parts Package, Recall Part Number C394O376 (Ram 50) or C3940377 (Vista 4WD). Each package contains an exhaust manifold and gaskets.
D. Oxygen Sensor
If the oxygen sensor requires replacement as determined in Service Procedure Section H, order Oxygen Sensor Part Number MD117240.
E. Carburetor
If the carburetor must be replaced as determined in Service Procedure Section K, order the applicable part number as follows:

Part No. MD997195 - Ram 50 W/Manual Transmission
NOTE:
Only a limited number of vehicles are expected to require carburetor replacement.
Owner Notification and Service Scheduling
All involved vehicle owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for the service with their dealers at the earliest possible date. A copy of the owner notification letter is included.
Enclosed with each owner notification is an Owner Notification Form. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.
Completion Reporting and Reimbursement
Claims for vehicles which have been serviced must be submitted on the DIAL System. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments.
Use one of the labor operation numbers and time allowances:
Add the cost of the recall parts used plus applicable dealer allowance to your claim.
Parts Return
Removed catalytic converters must be returned to the Warranty Material Return Center.

Vehicle Not Available
If a vehicle is not available for service for a known reason, let us know by filling out the pre-addressed Vehicle Disposition Form portion of the Owner Notification Form or describe the reason on a postcard and mail to:
