INTRODUCTION
Some 2018 - 2022 model year Toyota vehicles equipped with an A25A-FKS or A25A-FXS engine may exhibit reduced engine power and/or a MIL ON condition with one or more of the following throttle body Diagnostic Trouble Codes (DTCs) present in freezing temperatures:
- P210015: Throttle Actuator "A" Control Motor Circuit Short to Battery or Open.
- P210019: Throttle Actuator "A" Control Motor Circuit Current Above Threshold.
- P211172: Throttle Actuator "A" Control System Actuator Stuck Open.
- P01201C: Throttle/Pedal Position Sensor/Switch "A" Circuit Voltage Out of Range.
The Engine Control Module (ECM) (SAE term: Powertrain Control Module/PCM) logic has been modified to reduce the possibility of this condition. Follow the Repair Procedure in this bulletin to address this condition.

APPLICABLE WARRANTY
- This repair is covered under the Toyota Federal Emissions Warranty. This warranty is in effect for 96 months or 80,000 miles, whichever occurs first, from the vehicle's in-service date.
- Warranty application is limited to occurrence of the specified condition described in this bulletin.
- For 2021 - 2022 model year RAV4 Prime vehicles equipped with a California Certified Emission Control System that are registered and operated in California or any state that adopts California emission warranty - Partial Zero Emission Vehicle (PZEV) Emission Warranty Coverage is in effect for 15 years or 150,000 miles, from the vehicle's in-service date, whichever occurs first. (Please reference Warranty Policy Bulletin POL14-09, Warranty Policy 4.7, and/or the Owner's Warranty & Maintenance Guide for additional information.)

REPAIR PROCEDURE
- Confirm the condition exists.
Does the vehicle exhibit reduced engine power and/or a MIL ON condition with one or more of the following throttle body DTCs present in freezing temperatures?
- P210015: Throttle Actuator "A" Control Motor Circuit Short to Battery or Open.
- P210019: Throttle Actuator "A" Control Motor Circuit Current Above Threshold.
- P211172: Throttle Actuator "A" Control System Actuator Stuck Open.
- P01201C: Throttle/Pedal Position Sensor/Switch "A" Circuit Voltage Out of Range.
- YES - Continue to step 2.
- NO - This bulletin does NOT apply. Continue diagnosis using the applicable Repair Manual.
- Use GTS+ to confirm if the ECM (PCM) calibration has been updated. Is the calibration ID listed in Techstream the latest ECM (PCM) calibration?
- YES - This bulletin does NOT apply. Continue diagnosis using the applicable Repair Manual.
- NO - Continue to step 3.
- Flash reprogram the ECM (PCM).NOTE:
- The battery diagnostic tool MUST be used in Power Supply Mode to maintain battery voltage at 13.5V while flash reprogramming the vehicle.
- For details on how to use the battery diagnostic station, refer to the DCA-8000 Instruction Manual located at TIS - Diagnostics - Tools & Equipment - Battery Diagnostics.
Follow the procedures outlined in T-SB-0057-23 GTS+ ECU Flash Reprogramming Procedure or T-SB-0107-20 GTS+ ECU Flash Reprogramming With Security Signature, and flash the ECM (PCM) with the NEW calibration file update.
- Using GTS+, clear ANY DTCs and test-drive the vehicle to confirm the condition is no longer present.
